Prosem Notes 5/2 Look in to ESSA 5 measures required for accountability      Engagement is one      English Language Proficiency

Ongoing concerns      What does it mean to be labeled ELP? ELP is defined on a deficit model—makes it hard for two-way programs      What is the relationship between English language proficiency and academic subjects?      A shift from # vocab words to context of use       New trend: The inclusion of middle-class kids into bilingual programs

How can you study the symbolic politics of language in education?      David Sears contrasts symbolic politics of language with symbolic politics around taxation.

Questions:       Suki: How does bilingualism play out in communities with explicit social justice curricula?           KH: Looking at newcomer programs, we do need to pay attention to community characteristics.           SR: John Ogbu: Context of reception. How welcomed are immigrants into the communities in which they come?       Juddson: What happens to long-term ELs?            KH: ESSA Allows states to include students for up to four years after reclassification in EL population.                 Special education rates are 3-4 times expected rate for ELs. What does this mean?      Emma: Tests are weird. What does it mean to be labeled ELL?      Trang: With Common Core, we are focusing more on contextualized uses of languages. What kind of academic           space is available for students to communicate with each other however they want.            KH: That is the practice space that districts are struggling with. They get that they should have spaces where students                communicate with each other and practice.  If you go and look at how much students are using language, it’s                      a tiny drop. And even smaller for students. Garden Grove is an interesting example. Where they struggle is getting                 principals on board.            SR: the important question is what kinds of teaching practices are happening in teh classroom, not what kinds of classrooms do you have?                Claude Goldenberg developed an observation protocol for EL classrooms. ***           KH: Teachers like to take examples of student language use and share it with their teachers. What matters is language use by students.            KH: Sociolinguists, language planners explore language status. Does having a good test serve as a symbol of valuing proficiency in a language?
